The University of Findlay’s Alpha Psi Omega, an honorary theatre fraternity, will be hosting a celebration on February 14, 2012 in honor of V-Day. V-Day is a global movement to end violence against women and girls that raises funds and awareness through benefit productions of Playwright/Founder Eve Ensler’s award winning play The Vagina Monologues. The event beneficiary for the 2012 celebration will be Open Arms Domestic Violence & Rape Crisis Services.

The V-Day celebration will be held from 11:00 AM – 3:00 PM in the University of Findlay Student Union. Awareness displays, a Clothesline Project Tree and information related to domestic violence and sexual assault will be on display.

Alpha Psi Omega will also be producing two performances of The Vagina Monologues. The shows will be held on March 23 & 24 at 8PM in the John and Hester Powell Grimm Theatre. Tickets are $5.00 each and are available to the public on January 9. The phone number for the Box Office is 419.434.5335.

A PROCLAMATION

In our schools and in our neighborhoods, at home and in workplaces across our Nation, stalking endangers the physical and emotional well being of millions of American men and women every year. Too often, stalking goes unreported and unaddressed, and we must take action against this unacceptable abuse. This month, we stand with all those who have been affected by stalking and strengthen our resolve to prevent this crime before it occurs.

Stalkers inspire fear through intimidation, explicit or implied threats, and nonconsensual communication often by telephone, text message, or email that can cause severe emotional and physical distress. Many victims suffer anxiety attacks, feelings of anger or helplessness, and depression. Fearing for their safety, some are forced to relocate or change jobs to protect themselves. And, tragically, stalking can be a precursor to more violent offenses, including sexual assault and homicide. The consequences of this crime are real, and they take a profound and ongoing toll on men, women, teens, and children across our country.

Despite the dangerous reality of stalking, public awareness and legal responses to this crime remain limited. New data show that one in six women and one in 19 men have experienced stalking that caused them to be very fearful or feel that they or someone close to them were in immediate physical danger. Among men and women alike, victims are most commonly stalked by current or former intimate partners, and young adults are at the highest risk for stalking victimization. Though stalking can occur in any community, shame, fear of retribution, or concerns that they will not be supported lead many victims to forego reporting the crime to the police. As we strive to reverse this trend, we must do more to promote public awareness and support for survivors of stalking.

My Administration is working to advance protection and services for stalking victims, empower survivors to break the cycle of abuse, and bring an end to violence against women and men. With unprecedented coordination between Federal agencies, we are promoting new tools to decrease the incidence of domestic violence, sexual assault, dating violence, and stalking, and we are taking action to ensure perpetrators are held accountable. To reinforce these efforts, advocates, law enforcement officials, and others who work with victims must continue to improve their capacity to respond with swift and comprehensive action. From raising awareness to pursuing criminal justice, all of us have a role to play in stopping this senseless and harmful behavior.

This month, let us come together to prevent abuse, violence, and harassment in all their forms and renew our commitment to bring care and support to those in need.

NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim January 2012 as National Stalking Awareness Month. I call on all Americans to learn to recognize the signs of stalking, acknowledge stalking as a serious crime, and urge those impacted not to be afraid to speak out or ask for help. Ten Things To Know About Domestic Violence

1. Domestic violence is rarely an isolated incident. Whether outwardly visible or not, domestic violence is identified by an established pattern of coercive control of one partner over the other. Power is held by the abuser, fear is experienced by the victim.

2. Batterers’ tactics are usually broader than physical violence and threats of physical violence. Regularly reported tactics include: stalking and extreme monitoring of a victim’s activities and communications; sexual abuse including marital rape; social isolation; threats of suicide; threats or actual abuse against children, other family members and pets; financial abuse; withholding access to money, transportation or medical services; interference with a victim’s work or education; emotional and psychological abuse; and utilizing systems such as child welfare, law enforcement, courts and immigration as threats against a victim.

3. Domestic violence is perpetrated by batterers across all socio-economic classes and cultures. The impact of class and culture on domestic violence is significant in terms of creating additional barriers to safety, resources available to victims and responses to perpetrators.

4. Domestic violence occurs in all types of relationships, heterosexual or homosexual.

5. Males can be victims, although because this is rarer, services are accessed to a much lesser degree by male victims. Most DV programs do provide victim services, support and emergency shelter to males as well as females.

6. Research does not support substance abuse, mental illness or economic hardship as causes of domestic violence, though each of these may also be present in a case.

7. Separation or leaving is the deadliest time in domestic violence. Risk for serious injury and deaths are escalated for the victim, children, other family members, bystanders, co-workers, friends, companions, partners, and the batterer. Leaving, calling law enforcement, emergency shelter and protection orders may or may not make a victim safer.

8. Separation is a process. Consider where in the process a victim may be/have been in leaving or ending a relationship: enrolling in school, making an appointment with an attorney, seeking an order of protection, attending counseling or a support group, entering a new relationship.

9. Domestic violence is gender-based violence. Women are considerably more victimized than men. Women are much more likely to be killed by a current or former partner than by a stranger. Male domestic homicide victims are most frequently killed by men. Male victims are often friends, family members or new partners of the victim.

10. Domestic violence is a community problem as much as it is an isolated family problem. It impacts community safety, healthcare, criminal justice, court dockets, state policy, government budgets, workplaces, child development and education.

OPEN ARMS SEEKING DONATIONS FOR CHRISTMAS

Open Arms Domestic Violence & Rape Crisis Services is seeking donations of gifts for children and women who have been affected by domestic violence. A Client Christmas Party will be held in December, providing many clients with food, games, and gifts for Christmas. Items needed include sports equipment, gift cards, games, cars and dolls for the children. We are also seeking bath and body type items, photo albums/frames, calendars, gas/phone/gift cards, tote bags, purses, gloves and perfume items for our female adult clients. Donations are also being sought for the Client Christmas Party, with needed items including hamburger buns, plastic silverware, baked goods, vegetable trays, chips and dip and beverages.

If you wish to be one of Santa's helpers by providing gifts for the Client Christmas Party or adopting a family, please contact Open Arms at 419-420-9261. All donations can be dropped off at the Open Arms Administrative Office, 401 West Sandusky Street, by December 13th. We ask that donors take care to ensure that all toys, books, games or other gifts are nonviolent. Human trafficking is prevalent in this part of the country, and it's children who are the victims, said human trafficking survivor Theresa Flores at the Open Arms annual meeting at Parkview Church on Monday night.

Flores is a licensed social worker and author of the book "The Slave Across the Street."

Human trafficking occurs when a person is forced to work under another's control, pay off a loan by working instead of paying money or perform a sex act for money or anything of value, according to U.S. Customs and Border Protection. The United Nations estimates that there are at least 12.3 million enslaved adults and children around the world at any given time, of which at least 1.39 million are victims of commercial sexual servitude.

Flores ' experience started innocently enough, but soon became a horror. She grew up in a well-to-do family. As a 15-year-old in a Detroit suburb, she developed a crush on a boy who seemed to be "everywhere I turned." But her parents forbade dating. Then one day he offered her a ride and she said yes. Instead of taking her home, he took her to his home, where he drugged and raped her.

But this was only the beginning. A few days later he came up to her with an envelope of photos of the rape. He threatened to show them to her priest at church, her classmates and her father's boss unless she would "earn them back" from him and his family. Flores didn't know what that meant but didn't want her parents to know what had happened. The boy and other members of his family began threatening her.

They would call her private phone line at midnight. She would be instructed to sneak out and wait for them on a nearby street. They would pick her up and take her to upscale homes where she would be taken to a bedroom, sometimes tied up, while one man after another came in. She would be driven home around 4 a.m. and she would get up for school as if nothing happened.

The boy and his family threatened to kill her parents and brothers if she didn't comply. They terrorized her, following her to school, showing up at her workplace and calling the homes where she would baby-sit. Sometimes at her mailbox she would find dead animals.

One night instead of the usual driver, several other men picked her up and drove her to a motel in inner-city Detroit and dragged her by her hair out of the car. "In that motel room were over two dozen men waiting for me," she said.   "'Terrified' does not cover it."

She was raped over and over again until she passed out. After she woke up, naked and bleeding with no shoes or money, she put on her pajamas, which had been soaked in a bathtub. She walked until she "stumbled into this little diner," where the waitress called the police. But Flores kept silent, fearing for what would happen to her family. The officer knew her traffickers and said, if she wanted it to stop, he would need her help. He gave her his business card.

Flores stayed home from school the next day. In the afternoon her mother asked her and her brothers if they knew where the family dog was. They looked for it in the neighborhood but couldn't find it.   Soon, Flores heard the phone ring. She answered and there was no voice on the other end but as she was about to hang up, she heard a dog bark. Then a gunshot. The meaning? "If you bark, meaning if you speak, you will die," she said. She tore up the police officer's business card.

Eventually, her captors lost interest in her, grooming other girls to take her place. Her family, which had moved often because of her father's job, moved out of the area, allowing her to escape. She went to college to study social work, eventually earning a master's degree in counseling education from the University of Dayton.

For a long time, Flores was silent about what had happened to her. Then she went to a conference on human trafficking and realized there were many others experiencing what she had, and she began speaking out. "I lost my voice for 20 years and when I found it, I didn't want to stop," she said.

There is no such thing as child prostitution, Flores said. A child who is a prostitute is a victim of human trafficking, and the traffickers, not the girl, keep all the money. Yet it's usually the girl, not the pimp, who is arrested and punished, she said.

She said in Cincinnati there is an 11-year-old girl in the court system for solicitation. "She should be home playing Barbies," Flores said. "She is the victim here." Flores keeps an eye on Internet ads for escort services as part of her activism. She showed one at her talk of a girl advertised "for sale." The ad said she was 22 years old. "How many of you think she looks 22?" Flores said.

Flores said children who are trafficked have a 40 percent higher chance of death from murder, suicide or overdose. They have a 77 percent chance of becoming adult prostitutes, she said, and the average life expectancy is 40.

Trafficking happens worldwide but in the United States it is prevalent in Detroit and Toledo, Flores said. More than 1,000 girls are estimated to be trafficked in Ohio right now. Flores said red flags that something like this might be occurring include a girl having an older boyfriend, running away, having a lot of cash on her, new clothes or new cellphones that the boyfriend bought her, starting to do drugs, changes in friends, being tired and sick, missing school or getting sexually transmitted diseases.

Flores started the campaign known as Save Our Adolescents from Prostitution, or SOAP. She put the number for a trafficking hotline on a bar of soap and began distributing the soap at hotels. She also printed up cards in English and Spanish to go on the carts of the maids who clean hotel rooms. "The only place that these girls are ever allowed to be alone is in the bathroom," she said. Motels are the hub for trafficking, Flores said, and this includes everything from inexpensive to luxury hotels.

Flores and her fellow activists particularly target hotels in cities where sporting events are being held. They distributed 10,000 bars of soap for the Super Bowl in Dallas. She said any time a city has a large influx of people, and especially of men, the ads for escort services rise dramatically. Men who use prostitutes may not realize the girls are underage and not there by choice, she said.

Flores frequently hears from hotel management, "We see this all the time in our hotel and we didn't know what to do."   She said the campaign is working. She told of one girl, 21, who had been kidnapped and taken from city to city. She took a bar of soap and, during a rare moment when her captors let her out of sight, made the call for help and was able to escape.

Flores is also director of awareness and training for Gracehaven, a nonprofit, faith-based organization in Dublin, Ohio, for girls who have been trafficked. Gracehaven will eventually offer a shelter where girls can live, get counseling and work on their GED. Without such facilities, a girl would end up in jail or the foster care system, Flores said.

About 20 percent of trafficked children are boys and there are no services in the United States for them.   Flores said we live in a society in which sex is "everywhere you turn," including in television and dolls for young children. Magazine covers boast of learning new sexual moves.   "This has become normal for our kids," Flores said. "So what's going to happen when they have kids?"   Flores said ordinary people can get involved against trafficking by being a "nosy neighbor."   "If you have a suspicion, you know, do something about it," she said.   Parents need to check their children's beds and make sure they are safe, she said. "Knowing that this is out there is a first step for parents," she said. Flores said many of the girls form a sort of bond with their traffickers and it is like being in a cult in which the girls are brainwashed, making them less likely to escape.

The trafficking hotline is manned 24 hours a day by trained volunteers. If a girl calls, they patch the call to state troopers, who have been trained in handling trafficking, Flores said. Citizens can also call to report suspicions.   The hotline number is 888-373-7888.

During the business portion of the Open Arms' meeting, outgoing board member Paul E. Schmelzer was recognized and Eric Anderson took over as new board president. Bob LaRiche was recognized as board member of the year, Luella Eddington volunteer of the year, Jennifer Scannell received the Unsung Hero award and Marathon Petroleum Co. received the special service award. Cheryl Wenner received the Lifetime Achievement Award, and Hardy Hartzell of Charles Construction Services, Inc., an incoming board member, presented Open Arms with a $10,000 check representing the proceeds from the Charles Construction Services 2011 Golf Classic.

National Domestic Violence Awareness Month

A PROCLAMATION

During Domestic Violence Awareness Month, we recognize the significant achievements we have made in reducing domestic violence in America, and we recommit ourselves to the important work still before us. Despite tremendous progress, an average of three women in America die as a result of domestic violence each day. One in four women and one in thirteen men will experience domestic violence in their lifetime. These statistics are even more sobering when we consider that domestic violence often goes unreported.

The ramifications of domestic violence are staggering. Young women are among the most vulnerable, suffering the highest rates of intimate partner violence. Exposure to domestic violence puts our young men and women in danger of long-term physical, psychological, and emotional harm. Children who experience domestic violence are at a higher risk for failure in school, emotional disorders, and substance abuse, and are more likely to perpetuate the cycle of violence themselves later in life.

My Administration is working not only to curb domestic violence, but to bring it to an end. Last year, we announced an unprecedented coordinated strategy across Federal agencies to prevent and stop violence against women. We are empowering survivors to break the cycle of abuse with programs to help them become financially independent. We have prevented victims of domestic violence from being evicted or denied assisted housing after abuse. And we are promoting tools for better enforcement of protective orders, while helping survivors gain access to legal representation.

In addition, as part of the Affordable Care Act, the Department of Health and Human Services announced historic new guidelines that will ensure women receive preventive health services without additional cost, including domestic violence screening and counseling. The Affordable Care Act also ensures that insurance companies can no longer classify domestic violence as a pre-existing condition.

Last December, I reauthorized the Child Abuse Prevention and Treatment Act, giving communities life-saving tools to help identify and treat child abuse or neglect. It also supports shelters, service programs, and the National Domestic Violence Hotline, linking tens of thousands of victims every month to the resources needed to reach safety. I encourage victims, their loved ones, and concerned citizens to use this hotline for more information at 1-800-799-SAFE or visit www.TheHotline.org.

This is not just a job for government; it is a job for all of us. Vice President Joe Biden's "1is2many" initiative reminds us that everyone has a part to play in ending violence against youth. By engaging men and women, mothers and fathers, and schools and universities in the fight, we can teach our children about healthy relationships. We are asking everyone to play an active role in preventing and ending domestic violence, by stepping up to stop violence when they see it. During National Domestic Violence Awareness Month, we recommit to making sure that no one suffers alone, and to assisting those who need help in reaching a safer tomorrow.

Theresa will share her story of trafficking and slavery while living in an upper-middle class suburb of Detroit, Michigan. At 15 years of age, she was drugged, raped and tortured for two long years. Now she travels the globe raising awareness about Human Trafficking.

October: Pastoral Care Week and Domestic Violence Awareness Month

Domestic violence and other forms of emotional and sexual abuse are among the most complex and difficult pastoral challenges in ministry. Victims often seek the advice of a trusted pastor and anticipate wise and supportive responses. Pastors and church leaders often feel caught in the middle of domestic and spiritual crises, at a loss for the “right” responses. What is a pastor or chaplain to do?!

Walk A Mile In Her Shoes a Smashing Success

Open Arms and Huntington National Bank are excited by the response to our Walk A Mile In Her Shoes event, held on Saturday, April 30. The event, which took place at Riverside Park, was well received by the community and raised approximately $25,000 for the agency!!

Television news crews were on site interviewing walkers and live radio remotes broadcasted event information from 10:00 AM until 1:00 PM.

Walkers and supporters filled the park and enjoyed food vendors, awards and prizes, and a fun filled Kids Zone area.

We are thrilled with the turnout and the money raised at the event will go toward providing services to local victims of domestic violence and sexual assault.

NATIONAL CRIME VICTIMS RIGHTS WEEK

April 10, 2011, marks the beginning of National Crime Victims’ Rights Week, a time to honor victims and the advocates of victims’ rights. This year’s theme—Reshaping the Future, Honoring the Past—evokes victims’ past struggles and our nation’s duty to help them rebuild stronger lives.
For victims, reshaping the future means confronting many challenges. After a crime, victims need to know what rights and resources they can count on. They may need funds to pay medical bills or find an attorney. They may want information on the criminal justice process, their rights to be present or heard in court, and to be notified about court proceedings and offenders’ whereabouts.

For victim advocates, reshaping the future—particularly in these financially stressed times—means finding ways to do more with less. It means locating resources for victims and making sure victims have a voice. Reshaping the future requires meeting present and emerging challenges.

We encourage community members to honor victims of crime and look for several displays in the community this week as advocates are out meeting the needs of victims. Advocates for Ohio's Future works to maintain vital public services - health, human services, and early care & education - at a level that meets people's basic needs and protects our state's most vulnerable populations. Advocates for Ohio's Future accomplishes its mission by:

Making sure that our state budget priorities take into account the basic needs of the vulnerable and of those struggling because of the current recession;

Raising awareness of the value of vital public services and the role they play in the lives of Ohio children and adults;

Educating Ohioans about the interdependence between human services and economic stability;

Building district-wide networks of supporters and organizations across the state willing to inform their families, friends, neighbors, the media, and constituencies and to advocate for vital public services; and

Congress has been operating on a short-term Continuing Resolution (CR), which funds all federal programs at last year’s funding levels. The CR will expire in March, so the House of Representatives is now working on proposed funding levels for all programs through the end of this fiscal year. National Teen Dating Violence Awareness and Prevention Month reflects our Nation's growing understanding that violence within relationships often begins during adolescence. Each year, about one in four teens report being the victim of verbal, physical, emotional, or sexual violence. Abusive relationships can impact adolescent development, and teens who experience dating violence may suffer long-term negative behavioral and health consequences. Adolescents in controlling or violent relationships may carry these dangerous and unhealthy patterns into future relationships. The time to break the cycle of teen dating violence is now, before another generation falls victim to this tragedy.

Though many communities face the problem of teen dating violence, young people can be afraid to discuss it, or they may not recognize the severity of physical, emotional, or sexual abuse. Parents and other adults can also be uncomfortable acknowledging that young people experience abuse, or may be unaware of its occurrence. To help stop abuse before it starts, mentors and leaders must stress the importance of mutual respect and challenge representations in popular culture that can lead young people to accept unhealthy behavior in their relationships.

Our efforts to take on teen dating violence must address the social realities of adolescent life today. Technology such as cell phones, email, and social networking websites play a major role in many teenagers' lives, but these tools are sometimes tragically used for control, stalking, and victimization. The Flag City Corvette Club was formed in 1963 under the name, Fort Findlay Corvette Club. It lasted until 1967. OPEN ARMS RECEIVES TEEN ADVOCACY GRANT FROM THE COMMUNITY FOUNDATION

Open Arms has been awarded a two-year grant of $19,574 from the Findlay-Hancock County Community Foundation. The funds are made available from the Howard and Carolyn Marvin Fund, Findlay Industries, Inc. Fund, and George Countryman Fund.

The grant will be used for teen advocacy services; including individual and group support for teen victims of domestic violence, sexual assault, and teen dating violence. The services also include court accompaniment and paperwork assistance to juveniles wishing to obtain legal protection against another juvenile through a civil protection order.

Open Arms offers six programs to families affected by domestic violence and sexual assault including: emergency shelter, visitation and exchange services, rape crisis services, batterers intervention programming, child advocacy, including prevention presentations, and legal advocacy.

HOUSE BILL 10: SHYNERRA'S LAW

SENATE APPROVES BILL DESIGNED TO HELP TEENS IN ABUSIVE RELATIONSHIPS
In June 2005, Shynerra Grant, a 17 year-old high school graduate from Toledo who was headed to Wilberforce University on a scholarship, was shot and killed by her ex-boyfriend, Antonio Bryant Rogers. For more than a year before this tragic shooting, Antonio stalked and abused Shynerra, including an incident in May 2004 when he broke into her home and put her in the hospital with a broken jaw.

Nearly two years later, in March 2007, Johanna Orozco, a high school student from Cleveland, was shot in the face by her ex-boyfriend, Juan Ruiz, days after he was released from juvenile prison for raping her. She survived. Juan had repeatedly hit, pushed and kicked Johanna during their relationship.

Unfortunately, the abuse that Shynerra and Johanna endured is only a glimpse into what has become a haunting reality for many teens in dating relationships. According to an investigative series in the Columbus Dispatch last November called,Domestic Silence, young Ohioans ages 15 to 19 are twice as likely to experience dating violence as they are to be injured in a car crash. However, unlike adults who are targets of threats and abuse by a boyfriend, girlfriend or spouse, Ohio teenagers in violent relationships have been unable to get protection orders from a court in an attempt to keep their attackers away. This law has recently changed.

In June 2010, the General Assembly passed House Bill 10, legislation that gives juvenile courts in Ohio the same authority as common pleas courts to issue protection orders. While the bill is not a "panacea," it is designed to provide greater protection for teens in abusive relationships. Offenders can be arrested immediately if they go to a victim's home or office, call them on the telephone or damage their property. The bill, which was named Shynerra's Law in memory of Shynerra Grant, was signed by Governor Ted Strickland.

The stories of Shynerra and Johanna and the many other young people in Ohio who have experienced abuse at the hands of a boyfriend or girlfriend are heartbreaking. While HB 10 will not prevent every violent relationship, hopefully it will provide a stronger defense for some teens in these situations and save young lives.

Ohio Attorney General Pushes Statewide Discussion About Testing Rape Kits

Wading into a national debate, Ohio Attorney General Richard Cordray is calling for a statewide conversation among lawmakers, law enforcement and victim advocates about the testing of rape evidence kits.

On one side are those who want all kits submitted to a lab for examination, reasoning that by collecting more DNA profiles, authorities will find links to serial rapists and solve more cases. Others say mass testing is a waste of money and the movement to do so masks the fact that most sexual assaults are committed by someone the victim knows -- not strangers whose identities are in question.

The kits contain evidence collected at hospitals after a sexual assault is reported. Blood, semen, saliva, hair or other evidence can be used to identify or exclude a suspect as an attacker.
Testing policies are inconsistent in Ohio and throughout the country. Here, each law-enforcement entity decides how, and whether, to test rape kits.

While state-run labs in Ohio prefer that cases be vetted for possible useful evidence before the kits are submitted, they won't turn away evidence. And some Ohio cities and counties have locally funded labs that make their own policy or charge by submission. "It's a patchwork quilt," Cordray said in a phone interview last week. "It would make sense to have some kind of universal protocol or best practice."

Cordray began to explore the issue after Cleveland Police Chief Michael McGrath decided to submit all rape kits to state labs for testing this year, a move prompted by questions about how many untested kits the city had sitting on property-room shelves -- and whether testing that evidence could have solved more cases.

Cleveland's shift in philosophy to test all kits is similar to a new law signed in Illinois in July that made it the first state to require that every properly collected sexual-assault evidence kit booked into police evidence be tested within six months. Scrutiny of the process in Illinois was stirred in part after Human Rights Watch, an independent advocacy group, started gathering data last year that eventually revealed that 80 percent of kits collected in that state since 1995 had never been tested. The group's report was part of a series that looked at rape-kit testing and backlogs across the country.

News of the Illinois law re-ignited the national debate among victim advocates, law enforcement and researchers about what makes the most sense: Testing all rape kits submitted to police or only the ones that are needed to investigate and prosecute open cases.
Those in favor of mass testing, including some criminologists, argue that studies show sexual assault to be a pattern offense -- meaning most attackers don't attack only one victim. They believe if more DNA profiles are collected, more crimes are likely to be linked to serial rapists. Anecdotally, that has been reported across the country as more DNA has been loaded into national databases.

Automatic testing might do more harm to victims, critics say Those critical of automatic kit testing argue it is wasteful, irrational and obscures the fact that the majority of rape cases (up to 80 percent, according to national crime surveys) involve people such as relatives, dating partners or acquaintances. Such cases are the least likely to be prosecuted and DNA is not often useful because the issue isn't whether the accused had sexual contact with the accuser, but whether it was forced or consensual.

Wendy Murphy, a former sex-crimes and child-abuse prosecutor who teaches legal seminars at New England Law in Boston, says victims should not be asked routinely to submit to intrusive sexual-assault exams because most of the time they produce little or no useful evidence.
"If we are completely in the dark about who [committed a rape], an exam is absolutely the thing to do," she said. But Murphy said that beyond re-traumatizing victims, most rape kits just muddy the water and cause people to question victims -- especially if they have had other recent sexual partners -- rather than investigate the attacker.

In the majority of rape cases, she said the attacker doesn't even ejaculate or leave semen to be tested. "The reason we have hundreds of thousands of rape kits stacked up in closets all over the country is because they are irrelevant, and even harmful, to cases," Murphy said.
She suggests the idea of throwing money at mass DNA testing is more politically palatable than scrutinizing the reasons that police and prosecutors so often decline to go forward with rape cases. Murphy said that could include such factors as investigations that unfairly focus on a victim's conduct.

Kim Lonsway, a researcher with the nonprofit End Violence Against Women International, said the issue needs further study before more laws are passed or policy created. Lonsway said she has not seen any statistical examination of how many cases are solved or prosecuted based on DNA from rape kits being analyzed en masse. "What we need to keep in mind is that there is also a cost to this," she said. "Women get ground up in this process."

Statewide agreement on issue seen as crucial Bringing the debate back to Ohio, Cordray said the chance to catch more rapists -- and possibly prevent future attacks -- trumps most of the other concerns. "I think it's correct that if we had more testing and more DNA in the database that we could likely catch more rapists," he said. Cordray also said that serial attackers won't respect jurisdictional boundaries of Cleveland or Columbus or any other city, making it vital for all to share evidence and DNA that could solve cases across the state.

Cleveland's decision to send all kits for testing could present an opportunity to examine the effect of wholesale testing of rape kits -- at least on some scale. Previously, the decision about which evidence should be tested was left up to Cleveland's Sex Crime & Child Abuse detectives and supervisors. Evidence collected from victims who later chose not to cooperate with investigators or recanted reports, and from cases lacking investigative leads often was not tested.

In 2009, Cleveland sent the state lab a little more than 40 percent of kits collected in assaults that occurred that year -- 140 of 330. That number is consistent with early results of the city's ongoing kit count, which found Cleveland had more than 6,000 stored kits going back to 1993. A little less than 40 percent of those were confirmed as tested.

Where would Ohio get the money? The big question mark for Cordray -- as for authorities in most other states -- is where to get the money for more testing. Currently, Ohio -- which operates crime labs in London, Bowling Green and Richfield -- does not charge to analyze the kits for forensic evidence or to extract and identify DNA that is used in criminal cases and entered in the databases. And some of the state's larger cities, including Columbus, do their own forensic and DNA testing. Columbus police officials say they currently test all rape kits and Toledo police officials are submitting all their kits to the state lab. Cincinnati police did not respond to calls about testing procedures there.

Cordray hasn't set a timetable for a statewide discussion of the testing issue and faces an election in November. But he worries that hastily throwing together a blanket law, like the one passed in Illinois, could cripple Ohio's crime lab system if not properly funded. Ohio paid out more than $3.5 million in 2009 from its Ohio Crime Victims Reparations Fund to reimburse hospitals for performing and collecting evidence in 6,695 sexual-assault examinations.

About 1,000 kits were submitted to the state lab system for testing last year. How much it cost to test those kits is hard to pinpoint because it depends on how much -- if any-- useful forensic or biological evidence was found in the kit and whether scientists did additional work to identify a DNA profile from the samples.

Nationally, cost estimates for testing range from $250 to $1,500 per kit. In addition to those testing costs, a crime bill passed this year that governs how long police must retain biological evidence and interrogate suspects will force police to collect DNA samples of every adult arrested on a felony charge, Cordray said. Before the bill passed, Ohio collected and entered DNA only from those convicted of certain felony crimes.

The DNA collection part of the bill, which goes into effect in July 2011, did not include a way to pay local law enforcement for the collection of the samples or for the crime lab to analyze them, store them and enter them in databases. That is estimated to cost the lab $1.9 million per year for testing and a one-time million-dollar cost for storage space.

The events will be held at the Millstream Art Plaza Park, on the corner of South Main and Sandusky Streets from 11:00 AM - 1:00 PM. Walk A Mile In Her Shoes a Huge Success for Open Arms

The second annual spring fundraiser, Walk A Mile In Her Shoes, was held on Saturday, April 24 at Riverside Park in Findlay. The event was a huge success, raising funds for the agency and raising awareness for the 600 + people that attended the event.

This year's event highlighted 134 walkers wearing four inch high heels. The walkers followed a one mile trail through Riverside Park and the surrounding city streets. Leading the pack this year was the Findlay High School Drum Line, 2010 State Champions!

The family friendly event provided a fantastic kids area, local food vendors, massage stations and entertainment. Several prizes and awards were given to walkers who "walked the red carpet" to win Best Legs, Best Strut, Most Likely to Break A Heel" and other fun awards.

Executive Director Named for Open Arms

Ashley Ritz has been named Executive Director of Open Arms Domestic Violence and Rape Crisis Services.

Ritz is currently serving as a Program Manager with Open Arms and has been with the agency for 4 years. She holds a Bachelor’s degree in Psychology from Bowling Green State University. Ritz is currently a member of the Kiwanis Club of Findlay and Statewide Ohio Domestic Violence Network - Batterer's Intervention Program Committee.

Effective May 1, 2010, Ritz will assume the responsibilities of Executive Director with the agency. Ritz will be replacing Beth Meeks, who resigned in October, 2009. Meeks left Open Arms to take on the role of Executive Director at The Louisiana Coalition Against Domestic Violence. Since Meeks resignation, Yvette Mains, a long-time Program Manager, has served as the Interim Executive Director.“Ashley has a true passion for the cause and is excited about this new opportunity. Eve Ensler's The Vagina Monologues to benefit Open Arms

The University of Findlay’s Alpha Psi Omega, an honorary theatre fraternity, have teamed up with UNITED to present three productions of The Vagina Monologues, March 19 - March 21, 2010.

This controversial work, created and originally performed by Eve Ensler, debuted off-off-Broadway in 1996 and soon rode a wave of national acclaim. Now, the intimacy of Ensler's original show has been lovingly brought to the screen and theater's nationwide. The productions of The Vagina Monologues raise funds and awareness in an effort to end violence against women and girls. UNIVERSITY OF FINDLAY TO HOST V-DAY CELEBRATION

The University of Findlay’s Alpha Psi Omega, an honorary theatre fraternity, have teamed up with UNITED to host a celebration on February 15, 2010 in honor of V-Day. V-Day is a global movement to end violence against women and girls that raises funds and awareness through benefit productions of Playwright/Founder Eve Ensler’s award winning play The Vagina Monologues. The event beneficiary for the 2010 celebration will be Open Arms Domestic Violence & Rape Crisis Services.

The V-Day celebration will be held from 12:00 PM – 5:00 PM in the University of Findlay Student Union. Awareness displays, Clothesline Project Trees and information related to domestic violence and sexual assault will be on display. V-Day buttons and t-shirts will also be available. FLAG CITY CORVETTES PRESENTS DONATION TO OPEN ARMS

In 2009, Flag City Corvettes again nominated Open Arms Domestic Violence and Rape Crisis Services as their designated charity agency for the year. All money raised throughout the year is donated to the charity agency at an awards banquet at the end of the year.

On Saturday, January 16 the Flag City Corvettes Club hosted their Annual Dinner at The Findlay Inn & Conference Center. At the banquet, Flag City Corvettes President, Kenny Young, presented Open Arms Interim Director, Yvette Mains, with a donation of $8000.

Open Arms would like to sincerely thank the members of the Flag City Corvettes for their continued support and commitment to our agency!

Flag City Corvettes: Findlay has had a Corvette club off and on since 1963. It began as Fort Findlay Corvette Club, and that lasted until 1967. Flag City Corvettes began in 1971, and some of it members were a part of the the Tri-County Vette Club from Fostoria, which no longer exists. The club sponsor of Flag City Corvettes was Harrington Chevrolet, and the club operated until 1986. This club had a variety of activities, including car shows, fun trips, and competitive events including rallys, economy runs and speed events. They held a yearly retreat at a state park, held driver's training, participated in parades, and raised money by selling coffee and washing windows at the rest stop on I-75.

FlagCity Corvettes was re-formed in 1998 with John LaRiche Chevrolet-Cadillac as its sponsor. It held its first meeting on October 11, 1998, with 31 new members. Currently, the club has over 95 members with 71 Corvettes from several counties around Findlay. Each year, the club's goal is to increase membership, so it will remain active and vibrant into the future.

PATIENT APPRECIATION DAYS AT KIRK CHIROPRACTIC A HUGE SUCCESS

In honor of Patient Appreciation Days in September, Kirk Chiropractic offered patients the opportunity to receive adjustments or new patient services while supporting Open Arms. Existing patients were offered treatment services for $10, and new patients referred by existing clients received a case history and consultation, an orthopedic and neurological exam, initial x-rays, and a report of findings for $25.

In addition, Kirk Chiropractic also hosted Ladies Night on September 17. This fundraiser for Open Arms allowed Kirk Chiropractic to pamper the ladies with hair and make up demonstrations, massages, yoga, shopping for designer inspired purses, Stampin' Up make & take, Celebrating Home and Arbonne products, Alpaca Jacks merchandise and Phat Cakes!

Clothesline Project Jewelry
The Clothesline Project is an awareness campaign that allows survivors to tell their stories on t-shirts. Clothesline Project bracelets are a simple, wearable reminder of this moving tribute. The bracelet is comprised of tiny t-shirt beads that are individually fabricated from glass. Each bracelet is hand-made by local artists Barbara Hay and Gina Mummert, co-owners of Two Songs. Sterling Silver connects the beads, with a bundle of silver clothesline and a miniature silver clothespin charm, which is engraved with the words, “Break The Silence”. Each Clothesline Project bracelet is an individual work of art. While they share common characteristics, no two will ever be exactly alike. 50% of the proceeds go toward the Open Arms endowment account.

Children’s Survivor Art Cards
Many of the children we serve at Open Arms have expressed their feelings through artwork. We have compiled many of these pieces and created sets of note cards. These sets include 10 separate cards, including envelopes. They are a unique and innocent look through the eyes of a child.

You can make a difference this holiday season with three options to support Open Arms and our clients.

OPTION 1: Donate items for the Christmas Party. The Client Christmas Party is Tuesday, December 15. Call to find out how you or your group can help by volunteering or donating tape, ribbon, toys, food or drinks for the party.

OPTION 2: Sponsor an Angel Tree. Put up a tree in your business and decorate it with names of individual "angels" (provided by Open Arms). Members can select "angels", purchase gifts and deliver to Open Arms by December 11.

OPTION 3: Adopt A Family. After registering for a family, you will be contacted and provided with information to guide appropriate purchases. Families are selected by Open Arms staff. For safety purposes, the family's name and member's identities are confidential. Gifts should be delivered to Open Arms Administrative Office at 401 West Sandusky Street before December 11. We ask that the gifts not be wrapped, as many of the moms enjoy wrapping them themselves.

Meeks to Leave Open Arms

Open Arms Domestic Violence and Rape Crisis Services announced this morning that effective December 28, 2009 Beth Meeks will be resigning her position as Executive Director after more than 13 years in that role.

Meeks has accepted the Executive Director position at The Louisiana Coalition Against Domestic Violence. The Louisiana Coalition is a statewide network of 20 domestic violence agencies. The Coalition supports those organizations through resource development, allocation of funds, technical assistance and training. It also acts as the statewide voice on behalf of the domestic violence community to elected leaders at state and federal levels.

Open Arms Board President, Lonna Bruskotter, announced that Yvette Mains, a Program Manager who has been with the organization for more than 18 years, will be serving as Interim Director while a search committee locates a permanent Executive Director. ‘Yvette is very familiar with agency staff and programs. She has a long history with the organization and is respected both inside and out. We are confident that she will provide the stability and leadership we need during our search.’, said Bruskotter.

Bruskotter, who will oversee the search process, thinks the leadership role at Open Arms provides an exciting opportunity. ‘We have accomplished a lot. We own two debt free facilities and operate 6 programs with more than 20 staff. Last year the programs served more than 8,000 people.’ She says, ‘We have a really strong staff and board who operate well as a team. It will be a great experience for the right candidate.’ ‘I have learned much, been cared for and seen many positive changes and much growth in the people and community around me.’ Says Meeks, the longest serving Executive Director in Open Arms’ 30 year history. ‘It is so hard to leave. This agency and this community mean so much to me.’

Meeks will be tasked with leading the Louisiana Coalition through the five year anniversary of Hurricane Katrina which completely destroyed some of the domestic violence agencies there. Most of the agencies are reopened but in various states of rebuilding. She hopes to issue a report that provides legislators and key stakeholders a comprehensive review of the state of services in Louisiana at the five year mark.

SEVERAL HONORED AT OPEN ARMS ANNUAL MEETING

Several local volunteers were honored at the Open Arms Annual Meeting on October 20 at First Presbyterian Church. Award recipients included Dave and Erik Glass, The James H. Brannigan Unsung Hero Award; Denice Ziebold, Tom Croasmun Memorial Volunteer of the Year Award; Mark Plesec, Board Member of the Year; Larry Dunfee, Special Achievement Award; and Carol Dale Joseph, Lifetime Achievement Award. Beth Meeks, Open Arms Executive Director, was also presented with a Lifetime Achievement Award for twenty years of service with the agency. Carol Dale Joseph was recognized for six years of service as her board term expired. One new Board Member, Brian Haehl, was welcomed to the Board of Directors.

As part of the Annual Meeting, Open Arms also presented an unveiling of the NW Ohio Silent Witness Project for the first time in Findlay, Ohio. In memory of local victims, this event gave voices to fifteen women from this area who lost their lives at the hands of someone they loved. This event will give voice to the victims who lost their lives at the hands of someone they loved.

The Unveiling Ceremony will be held immediately after the Open Arms Annual Meeting, scheduled for October 20, 2009 at 7:00 PM at First Presbyterian Church, Findlay. A donation of $20 per person is suggested by not required to attend the event. Refreshments will be provided.

The Silent Witness Project is a powerful and reverent project consisting of life-sized silhouettes representing victims from NW Ohio whose lives ended as a result of domestic violence. OPEN ARMS RECEIVES GRANT FROM THE MARY KAY FOUNDATION TO COMBAT DOMESTIC VIOLENCE

Open Arms Domestic Violence and Rape Crisis Services has been chosen to receive a $20,000 grant from The Mary Kay Foundation as part of the organization’s annual $3 million national domestic violence grant program. Open Arms is one of 150 domestic violence organizations participating in the program. The grant will be used for shelter operations.

“This grant is such a blessing to Open Arms,” said Beth Meeks, Executive Director. “It couldn’t have come at a better time.” Open Arms realized last fall that the economy was about to create a deficit in its operating budget. They predicted about a $60,00 hole. That amount doubled in the middle of 2009 through uncollectable client fees and state cuts that trickled down. “We have already lost two full-time positions, cut the hours of 38% of our staff and renegotiated everything from utility costs to health insurance. After all that we still had a gap.” In a sort of ‘hail Mary’ attempt Meeks applied for grant funding from several sources. “We’ve applied for the Mark Kay money in past years but the competition is so tight we never got it.” ‘We did receive some stimulus money which is helping but we still had a deficit. I was literally staring at the hole in the finances and trying to figure out what to do next when the email came from the Mary Kay Foundation.”

Besides the loss in income Open Arms has had to deal with increased expenses due to lost donations. Meeks explained that in 2007 Open Arms received $22,000 in in-kind donations like cleaning and paper supplies and other household goods. This year that amount is less than $7,000, meaning the agency has had to buy those things. “Its put a strain on our budget. But the Mary Kay money gives us hope that we can hold steady through this year and next if we can just maintain some local donations.”

The economic climate has not only caused a decrease in donations but can also be attributed to an increase in the need for domestic violence services. In May 2009, Mary Kay’s Truth About Abuse survey of domestic violence shelters across the country revealed some alarming results: three out of four domestic violence shelters report an increase in women seeking assistance from abuse since September 2008, a major turning point in the U.S. economy. The survey data directly connects the downturn in the economy to an increase in domestic violence.

“In light of the economic downturn and alarming increases in domestic violence, The Mary Kay Foundation’s mission is more critical than ever before. Open Arms has helped so many women and their families in the Hancock County area. We know they will use these funds to benefit even more domestic violence survivors and their children and help end domestic violence,” said Jennifer Cook, The Mary Kay Foundation board member.

Tough Economy Takes a Toll on Open Arms

Wow, it has been quite the rollercoaster ride this year, for all of us. Just as households and governments have struggled with a falling economy, so have non-profits. Open Arms has not escaped the consequences of the economy either.

Last year by September we were predicting a $60,000 deficit in our 2009 budget due to falling grant and donation income. That amounts to almost 10% of our budget. Part way through 2009 we got hit again with another loss of income that amounts to almost $50,000 in trickle down state funding and lost client fees. Many of the persons we serve have lost jobs and are unable to pay service fees. They are on scholarships or reduced rates or paying over extended periods of time.

And of course we know that family violence calls for assistance increase during economic hardship. Last month we served more than 50 clients through outreach and court advocacy. That’s an agency record for one month.

In addition to the direct economic loss, costs for everything continue to rise. We have battled significant increases in regular expenses like health insurance and utilities, just like many of you have. We have also been faced with unusual expenses. More clients need assistance with food while in shelter and we have fewer in-kind donations coming in.

In-kind donations are the non-cash donations that provide things like cleaning supplies and paper products. In 2007 we had more than 255 in-kind donations valued at more than $22,000. In 2008 that fell to $11,000 worth of items and so far in 2009 we have only had $7,000 worth of those donations. This means that we have been forced to spend more cash than usual on supplies.

To weather the economic losses, we started working last summer on ways we might be able to save money and raise additional dollars. The Board of Directors had a strategic brainstorming meeting and created goals to focus on for the coming year, many of which have been achieved. The staff got together and agreed to change some procedures that make more work for them but saves the agency money. And we started applying for funding in every nook and cranny we could find it.

We renegotiated every utility and line item expense we have to make sure we were getting the best deal possible. We cut two full-time positions and reduced the hours of 38% of our staff. We were awarded some stimulus funding that will help get us through this year and next and we were the surprise recipients of a Mary Kay Ash grant. Several local funders have given us the dollars we need to buy supplies for school prevention programs and Rotary honored its commitment to provide us with funding to handle building needs.

It has been a wide scale community effort. Open Arms staff should be commended for their sacrifices. The agency looks a little different, but we’re still standing. We are grateful to everyone who has helped along the way. As long as donations hold steady for the remainder of the year, we are hopeful we will not post a significant deficit. Like anything, as long as we stick together, we can get through it.

Walk A Mile In Her Shoes

Dorney Plaza in Downtown Findlay was buzzing with excitement on Saturday, April 25. Open Arms hosted Walk A Mile In Her Shoes: The International Men's March to Stop Rape, Sexual Assault & Gender Violence.

Nearly 100 people turned out to walk, including Mayor Pete Sehnert who walked in red, 3-inch heels. Radio personalities Keith Hodkinson, Smokin' Joe Bacon and the Big Kahuna proved that they can talk the talk and walk the walk. Several local business organized teams to walk as well. The event was our sole fundraiser for this year, and we received over $10,000!

The festivities began with an opening ceremony from emcee Dave Glass, vice president and director of broadcast at the Findlay Publishing Company. Findlay High School student Lindsay Barlett sang the Star Spangled Banner and then the Gold Medal Platinum All Star Cheerleaders led the walkers down Main Street to kick off the walk.

Walkers could rest at three different "comfort zones" along the route and choose to buy out by purchasing flip-flops to wear instead of their heels. However, the majority of walkers strutted right past and finished the mile walk in heels - in fact, many of the heels are ripped straight down to the nail.

A reception and awards ceremony followed the walk. Awards for best time went to three students who finished the walk in under 10 minutes by running most of the way in heels. Judges also handed out awards for categories such as "best strut" and "most graceful."

Prizes were awarded for the adult and student walker with the highest amount of pledges. Student Erik Glass brought $225 in pledges and won a bike donated by the Bike Shop. Adult Dave Gerardi collected $546 in pledges and won a gift basket full of various gift certificates including $45 to Outback Steak House, a Hotel Night Stay at Findlay Fairfield Inn and a LaRiche Chevrolet-Cadillac hat, oil change, and “spa day” for your car.

The day was fun for the whole family. Food vendors offered tasty treats on the hot, sunny day. A children's area, with teachers from 1 Amazing Place child care, provided activities for kids. Walkers could soothe aching backs and feet with massages from Angel Hands, the Wellness Center and Chiropractor Dr. Charley Foltz.

Ohio Fails State-By-State Report Card

Ohio failed the State-By-State Teen Dating Violence Report Card for the second year since Break the Cycle, a teen violence prevention organization, issued them. States are graded on a system which assigns positive and negative points to their laws regarding domestic violence and protection offered to teens experiencing dating violence. Ohio is among 11 states that failed the report, as Ohio does not allow teen victims’ access to a domestic violence protection order. New legislation could change this by offering protection to teens.

House Bill 10, sponsored by Rep. Edna Brown (D-Toledo), would allow juvenile court judges to issue protection orders to juveniles who are victims of dating violence. Currently, Ohio law requires that one must be 18 years of age or older to obtain a protection order. This law prevented Johanna Orozco, a 20-year-old Cleveland native, from receiving a protection order in 2007; her former boyfriend later stalked her and shot her in the face.

House Bill 19, sponsored by Rep. Sandra Harwood (D-Niles), would require school districts to adopt dating abuse policies and education in the classroom. This bill, dubbed “Tina’s Law” after 18-year-old Tina Croucher of Cincinnati who was murdered by her former boyfriend in 1992, is introduced again after dying in the Senate last year.

Ohio Attorney General Richard Cordray supports HB 10 and HB 19. The bills are currently in hearings but still must be voted on by the Senate.

Open Arms conducted an anonymous survey to collect information about whether this issue is specifically impacting our own teens. In survey of about 200 Hancock County youth aged 13-19, 35% said they know someone who has been the victim of teen dating violence, and 50% know someone who has been the victim of sexual assault.

Open Arms encourages contacting your local state senator and representative to support the passage of HB 10 and HB 19, which will protect victims of teen violence and provide teen dating violence prevention education.

Open Arms to Host "Investigating Sex Crimes" Training

Open Arms will host Gordon Goodrow, a senior detective with the Lower Paxton Police Department in Harrisburg, Pennsylvania. Goodrow will present “Investigating Sex Crimes,” training for law enforcement, prosecutors, medical personnel, advocates and other professionals on March 30 and 31 from 8:00 a.m. to 4:30 p.m. at The Family Center.

Last month, Open Arms reported a 30% increase in the number of sexual assaults handled by the county’s Sexual Assault Response Team through the Blanchard Valley Emergency Department in 2008. A community task force is in place to address this issue, and Open Arms offers Goodrow’s training to further educate professionals working with victims and offenders of sex crimes.

The training is a one day training. The curriculum is being repeated a second day to allow agencies to stagger personnel schedules and allow more officers to attend. The Hancock County ADAMHS Board has underwritten the training so that the cost is free to professionals serving Hancock County and only $10 to out of county professionals. CEU’s and CNE’s will be provided. CLE’s are pending.

Goodrow has been in law enforcement for more than 20 years and as a detective is specially trained in sexual assault investigations, child pornography, child abuse, interview and interrogation, and homicide. Robin Givens and Denise Brown on "Larry King Live"

The recent case involving celebrities Rihanna and Chris Brown has brought public attention to violence against women yet again. Last night on "Larry King Live" guest host Joy Behar interviewed Robin Givens and Denise Brown. The topic of the discussion: domestic violence.

In the interview, Givens, actress and ex-wife of heavyweight champ Mike Tyson, shares her experience and history of abuse. Brown, sister of Nicole Brown who was O.J. Simpson's former wife, discusses the cycle of domestic violence. Both Givens and Brown visited Findlay to talk about this issue at Open Arms' Annual Meetings, Givens in October 2008 and Brown in October 2007.

FBI, Ohio, and Child Prostitution

The FBI recently teamed up with local law enforcement across the nation to rescue child prostitutes. The three-day initiative, known as Operation Cross Country, targeted 29 U.S. cities – including Toledo, Cleveland and Lima – and recovered 48 children.

In Ohio, 18 adults were arrested. And of the 19 state busts, the only state with more targeted zones than Ohio was California. Lima was the smallest city on the list.

During the three-day period, more than 571 people were arrested on domestic trafficking and prostitution-related charges.

This is the third Operation Cross Country sweep to occur since the formation of the Innocence Lost National Initiative, a federal program created to fight child prostitution. Over the life of the project, the Innocence Lost Task Forces have recovered 670 children, including 9 girls in Pennsylvania who were sold from Toledo, Ohio, and forced into a prostitution ring out of state.

On January 6, 2009, Ohio Governor Ted Strickland signed into law a bill that requires stricter sentences for human trafficking crimes, including increased prison sentences and jail time for convictions on promoting prostitution, illegally using a minor in pornography and endangering children. The bill also encourages the Attorney General's office to form a Trafficking in Persons Study Commission to study the issue.

A Disturbing Increase

In the past we typically average between 21 - 26 reported sexual assaults a year at the ER. Currently, however, we have responded to 32 sexual assaults for the year 2008. This is a 30% increase. Even more startling, 25 of these assaults happened in the last six months of this year, 19 in the last 3 months of the year.

In every month of the last 6 months reported sexual assaults have been double what they were in the corresponding months last year. This is a highly unusual time to see a spike in numbers since winter is typically the quietest time of the year for sexual assaults.
These assaults correlate closely in time to the economic downturn. The National Institute of Justice recently completed research that indicates under financial strain crimes in families triple and after bouts of unemployment they quadruple. As we know, more than 70% of sexual assaults are committed by someone the victim knows, typically a relative.

Although unemployment in the core of Hancock County does not appear to be much changed there is still significant financial strain across the board, and the general pessimistic mood and constant fear about finances is creating an unprecedented strain in families.

These numbers are such a significant increase that they may be indicative of not just an increase in reports but an actual increase in assaults.

In addition to responding to the ER we sheltered 4 of these clients and helped 11 with protection orders. Nineteen of the 32 were over the age of 18; 13 of them were between 13 - 17 years of age.

We are working on some community trainings and discussions with other service providers and first responders throughout the system to try to understand root causes and how best to respond to this growing issue.

Past, Present and Future

Happy New Year 2009! Let's take some time to reflect on the past, present and future at Open Arms:

We were impacted significantly by the two large floods in August 2007 and February 2008, bringing our combined total in damages in excess of $70,000. What many people do not realize is that research indicates increases in family violence after a major disaster. These increases can last for as many as four years.

We have seen first hand the effects of this natural disaster on the need for family violence services. The number of children in foster care in our community experienced a 76% increase from 2006 to April of 2008. Supervised visitations for abused children have increased by 300%.

While we were already struggling to keep up, the economic climate shifted drastically. The National Institute of Justice recently conducted a study which revealed that during difficult economic times the incidents of family violence against women and children increase considerably. The rate of domestic violence among couples experiencing high levels of financial strain triples, and it quadruples if the family experiences two or more periods of unemployment. Reported sexual assaults in our community have increased by 30%, almost all of them occurring in the last six months of 2008.

In the midst of these unprecedented needs for service we are experiencing the most significant financial down turn in agency history. We are being forced to reduce the revenue in our operating budget by more than $60,000 in 2009. Several grants have been cut, including two federal grants that have been cut by more than 10% and to which further cuts will be made. Donations are also down; prior to Match Day they were behind by about $7,000.

2009 will see major changes, as funding cuts are projected in multiple areas. We have already eliminated some staff, both in Harmony House and the shelter program. We are hoping to simply maintain what we have, and find a way to triage and prioritize cases so that the people in most need get any available services.

Domestic Violence Counts

The National Network to End Domestic Violence conducted their National Census of Domestic Violence Services last year. Simply put, this census counted the number of adults and children who received life-saving services from domestic violence programs on September 25, 2007.

On that one day, domestic violence programs across the nation served over 53,000 people. Local, state and national crisis hotlines answered more than 20,000 phone calls - that's 14 calls a minute.

In Ohio, 2,152 victims were served in those 24 hours. And 86% of the 72 domestic violence programs in our state provided individual counseling or advocacy to children and adults.

The results show that domestic violence services are in high demand. We hope that this census can educate communities and allow more people access to these vital services.

January is National Stalking Awareness Month

Next month ushers in more than just the start of the 2009 New Year. January is National Stalking Awareness Month. Started in 2004 by The National Center for Victims of Crime, it is a time to bring about awareness of the dangers of stalking.

Did you know that stalking is a crime in all 50 states, including the District of Columbia? One in 12 women and 1 in 45 men will be stalked in their lifetime. Stalking ranges from repeated phone calls and unwanted gifts to threats and controlling actions that create fear.

The theme for 2009 is "Stalking: Know It. Name It. Stop It." Share with others that 1.4 million people in the United States are stalked every year. Tell your friends that 77% of female victims and 64% of male victims know their stalker.

Insight from Santa Claus

Our Client Christmas Party was fun for everyone! The evening began with a tasty dinner, graciously served by our board members; crafts for the children followed. And to complete our celebration, Santa Claus, with Mrs. Claus in tow, entered just in time to join in the Hokey Pokey. Santa greeted children one by one and Mrs. Claus handed out presents.

Once Santa had spoken with each child, he told us something very unexpected. Out of every Christmas party that he attends, ours is quite different. Santa noted that many of the children at our party are fearful to approach him due to the fact that he is an adult male. The fear stems from negative associations the majority of these children have with male figures. Mrs. Claus played an important part that evening, reassuring children of the safety of Santa.

Santa added that what the children requested for Christmas showed another difference between our party and others. Most children asked for toys and games, but those at our party asked for basic items such as coats and socks. These insights show us the importance of our Christmas Party. We hope that the children asking Santa to bring them socks will soon be able to wish only for toys and games. We are thankful for our special Santa!

Match Day a Success

When the Community Foundation announced that funds for Match Day would be distributed on a first-come, first served-basis we imagined that people would be lining up early to wait for the doors to open. So we got in line at 4 p.m. on December 16th, the evening before the big day.

Our staff and volunteers took turns keeping our place first in line. We positioned ourselves outside the doors to the building, and as other nonprofit agencies joined us our circle of chairs grew. Three other organizations had representatives who braved the cold with us all night. We passed the time talking, laughing and enjoying hot coffee, walking to and from our outreach building for bathroom breaks. The winter weather could not quell our determination.

Hours before the building was scheduled to open, staff members from the remaining agencies arrived. To the group's delight, one of our board members stopped by with a large supply of hot cocoa, coffee, donuts and bagels which provided an energy boost.

At 7 a.m. the doors opened and we were greeted by the Community Foundation staff who ushered everyone inside the warm building. The check collection began at 8 a.m. We are extremely proud to report that we raised over $35,000, giving us a total over $70,000!

Our donors astounded us with their generosity and for that we are truly thankful. Match Day was a huge success - from the amount of support we received to the combined efforts of our board members, staff and volunteers who worked together tirelessly .

The Findlay Rotary Club Gala

We have some very exciting news to share. For the past two years The Findlay Rotary Club has held a fundraising gala to benefit local organizations, and (drum roll please) this year Open Arms will be a recipient! We can't wait to get started with our projects.

The Findlay Rotary Club will provide us with $50,000 to install windows in both our outreach building and the shelter, put a new roof on the shelter, fix the siding at the shelter and place security cameras in our outreach building for the Harmony House program. Wow! Look for these projects to begin in the Spring.

Marathon Oil Honors an Open Arms Volunteer

Marathon Oil recently awarded us $1,000 through their employee-based Global Volunteer Award Program. The program honors 13 employees worldwide for their outstanding community service, giving a total of $13,000 in charitable grants to nonprofit organizations. Tracy Capes, a Marathon Oil employee and one of our valuable volunteers, received this honor.

Tracy is an advocate for the education and awareness of domestic violence in our community. She wants people to understand and be aware of this issue. "The statistics prove that it's happening in their neighborhood," she said, explaining why community education is essential.

As a volunteer for seven years, Tracy has served many roles. She helped with our Christmas Party, photographed the Bird House Auction, served on several committees and even monitored Harmony House visitations... just to name a few. Tracy has seen how her position as a volunteer is important for Open Arms and our community.

When asked her favorite part about volunteering, Tracy said that she enjoys "giving back to the organization and watching people be able to improve their lives."

We are thankful for Tracy's service at Open Arms and for all of our wonderful volunteers!

A Survivor of Rape, Sexual Assualt and Domestic Violence: One Client's Story

By the 17th of November we had responded to 26 rape calls at the emergency room. Five of those were in the first two weeks of November alone.

Sadly, statistics teach us that most rape victims are actually assaulted in their homes. Occasionally after a rape situation a victim realizes that it is unsafe to return home, either because the offender has access to her there or because her home needs safety repairs to doors and locks.

In the last month we have housed two women who survived sexual assaults and found themselves in this situation. One of the women was fleeing a husband who has an extensive history of violence and abuse. She relocated after he was incarcerated for several domestic violence charges. She was sexually assaulted in her new home by an acquaintance of the person she was staying with.

When describing her assault she says, “I like to think it has made me a stronger person, but I continue to battle with my emotions everyday and keep a lot of things bottled inside.”

Besides shelter and support the women have been assisted by Open Arms staff in working with the criminal justice system and obtaining protection orders.

Calling all Santa's Helpers...

We're gearing up for something special in December- our Client Christmas Party! And we are looking forward to this celebration. It's a time when we share dinner, play games and give gifts. To top it off, Santa even makes an appearance. However, Santa needs your help!

We are taking donations of gifts for children and women. If you wish to be one of Santa's helpers, please bring all donations to our office at 401 West Sandusky Street by December 15th. Take care to ensure that all toys, books, games or other gifts are nonviolent. Please do not wrap the gifts, as the women enjoy wrapping them for their children and staff wrap the gifts for women.

More than Security

The staff here at Open Arms has come to know our security officers well. They work during our Harmony House program, which offers supervised visits and exchanges for children. Our security officers are comprised of officers, detectives and sergeants from the Hancock County Sheriff's Office and the Findlay Police Department. We have developed wonderful working relationships with them.

These security officers have gone beyond dedicating their expertise and donated cleaning supplies to us! We are always in need of paper products and cleaning supplies, and the security officers decided to provide us with further help by donating.

In addition to this, the Findlay Fraternal Order of Police Lodge #20 gave us a cash donation! The Fraternal Order of Police (FOP) is a national organization and the local chapter, made up of Findlay Police Officers, presented this kind donation.

We are thankful for the relationships that have been formed through working together and for your continued support!

Happy Halloween Parade

On Tuesday, October 28, we joined in the fun of Findlay's Halloween Parade. Our float featured children's houses and play sets to proudly proclaim that Open Arms promotes safe and healthy families.

The night was chilly, but the streets were lined with people enjoying the festivities. Our staff and volunteers walked alongside the float and passed out candy to children, which put a smile on their faces and ours. Thanks to all who were involved in making the float and this year's parade a success!

Training at the Sheriff's Office

We recently finished conducting training sessions at the Hancock County Sheriff's Office. The purpose of the training was to educate and remind the deputies about Domestic Violence, Rape and the services that we offer at Open Arms.

We held two training sessions that lasted four hours each. Everyone at the Sheriff's Office was very receptive and kind to the teaching, activities and games! They even gave us a cash donation! We are very grateful. Thanks for your time and support!!

October has been such a busy month in the Shelter program! We've been more full this month than in times past. Summer is usually the busiest time of the year, so this is a little unusual.

In fact, the number of Civil Protection Orders has nearly doubled. Beginning this year through October, we have helped 215 individuals with Civil Protection Orders. Compared to 112 Civil Protection Orders last year through this time, this is a huge increase. Our staff is hard at work and doing well despite these changes from the previous years!

Robin Givens, actress, author and ex-wife of Mike Tyson, was here! The time leading up to our Annual Meeting went by quickly in anticipation for her arrival, and the time she was here flew by even faster. She was wonderful.

Robin had quite a busy day leading up to our Annual Meeting. She toured our shelter and met with some of our clients and staff for lunch. Listening to her recount her experiences with domestic violence was quite powerful. Domestic Violence is an issue that can affect anyone - from Hollywood to Hancock County - and speaking out about it is critical.

Not only did Robin give a moving speech at our Annual Meeting, but she also decided to donate her shoes to us! It was great. Our theme for the evening was "Walk a Mile in Her Shoes," (which also applies to a fantastic event planned for this spring), and Robin took off her high-heeled shoes and handed them over.

Thank you, Robin! Your work speaking about Domestic Violence is inspiring many.

Panera, YUM!

This morning Keith and Beth from Mix 96.7 hosted a live remote at Panera and used the time to encourage customers to bring in non-perishables for us.

Panera generously donated a free coffee and bagel for anyone who brought things in! I was happily suprised by the large amount of items we accumulated. A lot of people just stopped to drop things off and never even asked for the free coffee and bagel. What a great community we have.

The Panera people were cheery as could be and seemed perfectly fine with their store being taken over by people, radio equipment and piles of canned goods . They were so nice.

Unfortunately today was a great day to have a load of donations for the shelter since its full of residents. Kari, the Outreach Case Manager took time out of her schedule to get the donations back to the shelter and take a picture. Nice job Kari!

And of course anywhere Keith and Beth go its a party. There was a lot of laughing and hooting and hollering. Such a fun way to do good works. Thanks everyone!

Charles Construction Services Golf Outing

As many of you know, each year Charles Construction Services organizes a golf outing that benefits us. It was held last Friday, 9/19 at Red Hawk. This was the 7th year I believe, and they were on track to break a cumulative amount raised over the 7 years of $100,000!!!

What a committment. It really is time consuming for a business to take on something like this. It has really grown into such a wonderful and unique opportunity. Its almost like a homecoming for Open Arms supporters. Every year has its fill of current and past board members, officials, donors and people who are linked to Charles Construction Services and come for the fun.

It was an absolutely beautiful day, the food from Red Pig Inn was delicious and the people at Red Hawk couldn't have been nicer. The course was gorgeous.

There were tons of great prizes donated by faithful sponsors. I think just about everyone left with something.

Zonta

Wednesday September 17th I was privileged enough to be invited as a speaker to our local Zonta Club. What a dynamic group of women!

Gender based violence is one of their areas of focus and as such they have been great supporters, both as a club and as individuals. I am always impressed with how warm and welcoming they are and how willing they are to hear about tough issues confronting our community.

I spoke about the increase we have seen in numbers of people needing services in the aftermath of the flood. Protection orders and persons sheltered have doubled, supervised visits have about tripled. These are trying times. It really helps when we know we have allies who are as concerned as we are about the issue.

Sssshhhh! Its a secret.

She's almost here!!

We are getting so exicted! As many of you know, the actress Robin Givens is coming to our Annual Meeting! Jodi and I worked together for a whole day last week on finalizing details and Jodi spoke with Robin and her assistant on Friday.

They were very kind and said that Robin would be very flexible and help us in any way she could. I have seen videos of Robin speaking and she is very powerful.

Denise Brown was here last year and as many of you know the night was very moving. Denise was so down to earth and gracious. We expect another wonderful event this year. You can get tickets by calling the office, 419-420-9261, or going to our website,www.openarmsfindlay.org. Tickets are $50 for the meal and meeting where Robin will speak. For $75 you can participate in a meet and greet with Robin.

The meeting is October 6th at the Findlay Country Club at 7 p.m.

We are so lucky that Findlay Service League has stepped forward as the major sponsor to make this possible. Thank you ladies!

P.S. Robin has a role in the Tyler Perry movie, The Family that Preys. It came out Friday. Consider seeing it. It was great and Robin was of course awesome.

Prevention Programs are Booming

Erin, the Program Manager that oversees Child Advocacy and Prevention Programming stopped in my office yesterday to say that schools have been very responsive this year to scheduling prevention programs.

They scheduled more than 60 speeches for the last couple months of 2008 and she thinks the number of kids who went through prevention programs this year might be around 8,000! Thats massive!

Kudos to the teachers who take precious classroom time to host these sessions. Its got to be hard. My teacher friends can barely get regular curriculum done, adding this shows a great dedication on their part to the welfare of their students. The schools have always been gracious to us, we are proud to serve them.

And of course lets not forget the Community Foundation who made the funding of the programs possible and Jenna, our bubbly Prevention Coordinator, we're just sure she's the reason we keep getting invited back .

Calling All Board Alumni

We are trying to start a sort of Board Alumni Group. If you know anyone who previously served on the Open Arms Board ask them to contact us so we can get their updated information.

We want to keep them apprised of agency news, ask their advice for agency planning, give them advance notice of events and in 2009 we will be celebrating 30 years since our founding. We want to give our founding board members special recognition at that annual meeting.

Sure I know it s more than a year away, but if you know us you know it will take us that long to find everyone!

Welcome! We thought we'd give this 'connection through technology' thing a try. We're rushing right into the 21st century headlong. Well...not really. I'll probably have to find a middle schooler to help me manage this thing.

Here is the serious scoop. Those of us that work and volunteer with Open Arms know what a great organization it is. We have a ton of fun and do good work. We have lots of great stories to share, needs to telegraph and interesting information about whats happening on the front lines of our community. In short, a lot to chat about!

It is often the case that there are folks who want to keep in touch with us. Its especially hard for departing board members who feel such a part of the cause to feel a bit unplugged after they leave. We thought that if we started a simple blog our supporters and interested parties could log in occassionally to check in and see what's up, sort of like visiting home for a second.

We'll post all kinds of information here, events, little stories from our daily life, information about struggles or needs, heck we'll even answer questions if you have them. You'll hear a lot from me, Beth Meeks, the Executive Director, but the Program Managers, Communications Coordinator and maybe other celebrity guests will chime in here and there.

Hurry back...I can already think of a million fun things to tell you!
